REGULAR MEETING
CITY COUNCIL & WPC AUTHORITY
DECEMBER 21, 2015
A REGULAR MEETING was held by the City Council & WPC Authority in the City Hall Auditorium on Monday, December 21, 2015.
Those in attendance included Mayor Elinor Carbone, City Councilors Drake Waldron, Gregg Cogswell, Luisa Noujaim, Anne Ruwet, Paul Cavagnero and Daniel Farley.
Mayor Carbone opened the meeting at 6:30 p.m. starting with the Pledge of Allegiance.
MINUTES
On a motion by Councilor Waldron, seconded by Councilor Cogswell, the Council voted unanimously to accept the minutes of the Regular meeting held December 7, 2015, with a grammatical correction noted by Councilor Farley.
OPEN TO PUBLIC
On a motion by Councilor Cogswell, seconded by Councilor Farley, the Council voted unanimously to open the meeting to the public. There was no one present who wished to speak.
MAYORAL APPOINTMENTS
On a motion by Councilor Waldron, seconded by Councilor Cogswell, the Council voted unanimously to
accept the appointment of Charles Marciano to the Board of Commissioners of the Torrington Housing Authority, replacing Daniel Farley, to fill the remainder of a 5-year term to expire 9/1/2018.
On a motion by Councilor Waldron, seconded by Councilor Cogswell, the Council voted unanimously to accept the reappointment of Kim McAllister and William Haygood to the Arts & Culture Commission for a 4-year term to expire 12/31/2019. Councilor Farley abstained.
On a motion by Councilor Waldron, seconded by Councilor Ruwet, the Council voted unanimously to accept the reappointment of Marie Soliani and Lucille Paige to the Cable TV Advisory Council to fulfill the remainder of a two-year term to expire 7/1/2016.
On a motion by Councilor Waldron, seconded by Councilor Ruwet, the Council voted unanimously to accept the reappointment of Patricia Fairchild to the Parks & Recreation Commission for a 5-year term to expire 12/1/2020.
On a motion by Councilor Waldron, seconded by Councilor Cogswell, the Council voted unanimously to accept the appointment of Christopher Anderson to the Board of Finance for a 6-year term to expire 12/15/2021, replacing Thomas Scoville.
On a motion by Councilor Waldron, seconded by Councilor Farley, the Council voted unanimously to accept the appointment of Christopher Diorio to the Board of Finance to fill the remainder of a 6-year term to expire 12/15/2017, replacing Bill Lamoin who resigned on 11/24/2015.
On a motion by Councilor Waldron, seconded by Councilor Ruwet, the Council voted unanimously to accept the reappointment Laurene Pesce to the Board of Finance for a 6-year term to expire 12/15/2021.
ADD TO AGENDA
On a motion by Councilor Cavagnero, seconded by Councilor Cogswell, the Council voted unanimously to add an executive session to the agenda under CGS §1-200(c)6b, strategy and negotiations with respect to pending claims or pending litigation as defined in subsection 9.
AUDIT, BRD. OF EDUC. IT CONTRACT
Mr. Brian Sanvidge of Baker, Tilly, Virchow and Krause explained the methodology and process in the work they completed on the forensic audit of the Board of Education IT Contract with Protected Harbor IT Services. Their investigation reached several conclusions, he said, and their draft report is pending further completion and direction from the Council.
EXECUTIVE SESSION
On a motion by Councilor Cavagnero, seconded by Councilor Cogswell, the Council voted unanimously to enter executive session under CGS §1-200(c)6B at 6:39 p.m., inviting Mr. Joel Pogdor and Mr. Brian Sanvidge.
OPEN SESSION
On a motion by Councilor Ruwet, seconded by Councilor Cavagnero, the Council voted unanimously to enter open session at 7:33 p.m.
Councilor Cavagnero left the meeting at 7:33 p.m.
PRESENTATION, WOODRIDGE LAKE SEWER INTERCONNECTION
Public Works Director Jerry Rollett introduced Raymond A. Turri, President of the Woodridge Lake Sewer District and David Prickett, P.E., of Woodard & Curran to discuss the interconnection of the Woodridge Lake Sewer District to the City of Torrington Public Sewer System. Mr. Prickett gave an overview of the upgrades made to the Woodridge Lake sewer system. He said the regional extension is essentially a conveyance pipe that would run from the existing treatment plant at Woodridge Lake on Rush Hill Road, North on Rt. 63, East on Pie Hill Road, to Rt. 4 at the town line and down to Lovers Lane to connect to the existing City sewer system.
Mr. Rollett said DEEP has encouraged this for 20 years and has issued orders to the Woodridge Lake Sewer District to solve their problems, but has not issued any orders to Torrington. He said this is only an investigation that will return to City Council for approval before it moves further.
SECTION 8-24 Referral
On a motion by Councilor Ruwet, seconded by Councilor Cogswell, the Council voted unanimously to refer to the Planning and Zoning Commission for a Section 8-24 report on a proposed sewer extension commencing at a point approximately 155 ft. Northwest of the Intersection of Lovers Lane and Goshen Rd (Rt. 4) and generally running in a Northwesterly direction within the boundary limits of Goshen Road, approximately 9,800 ft. to the jurisdictional boundaries of City of Torrington and the Town of Goshen. Councilor Noujaim abstained.
E. MAIN SEWER REPAIR
Herein acting as the Water Pollution Control Authority, on a motion by Councilor Waldron, seconded by Councilor Cogswell, the Council voted unanimously to approve a payment of $3,670.50 from Fund #490 to
P & G Pepper for an invoice dated Nov. 25, 2015 for the E. Main St. Sewer Repair.
SUE GROSSMAN EXTENSION
On a motion by Councilor Waldron, seconded by Councilor Ruwet, the Council voted unanimously to authorize the Mayor to apply for and administer on behalf of the City, a Responsible Growth and Transit-Oriented Development (TOD) Grant entitled The Sue Grossman Extension Grant, in partnership with the Town of Winsted for planning and construction purposes.
TAX COLLECTOR REFUNDS
On a motion by Councilor Waldron, seconded by Councilor Cogswell, the Council voted unanimously to authorize the Tax Collector to issue the tax refunds listed on her memo dated Dec. 10, 2015. Addendum 1
Herein acting as the Water Pollution Control Authority, on a motion by Councilor Waldron, seconded by Councilor Ruwet, the Council voted unanimously to authorize the Tax Collector to issue the sewer tax refunds listed on her memo dated December 10, 2015. Addendum 1
SMALL CITIES
On a motion by Councilor Waldron, seconded by Councilor Farley, the Council voted unanimously to accept the recommendations of the Small Cities Committee and approve Project #143-424.

On a motion by Councilor Waldron, seconded by Councilor Cogswell, the Council voted unanimously to accept the Building Dept. reports for October and November 2015.
BUSINESS BY DEPT. HEADS
On a motion by Councilor Waldron, seconded by Councilor Farley, the Council voted unanimously to consider business presented by Department Heads. No business was presented.
BUSINESS: MAYOR & MEMBERS
On a motion by Councilor Waldron, seconded by Councilor Noujaim, the Council voted unanimously to consider business presented by the Mayor and members of the City Council. No business was presented.
EXECUTIVE SESSION
On a motion by Councilor Cogswell, seconded by Councilor Ruwet, the Council voted unanimously to enter executive session under Personnel at 7:51 p.m.
OPEN SESSION
On a motion by Councilor Waldron, seconded by Councilor Ruwet, the Council voted unanimously to enter open session at 8:04 p.m.
ADJOURNMENT
On a motion by Councilor Waldron, seconded by Councilor Farley, the Council voted unanimously to adjourn at 8:04 p.m.
